When it's ready :-) In other words, I don't know. You'd have to ask on

As I understand the term OS image, a base job is something different.

A bas job will be used for restores just like any other backup. 
Basically, a base job is a full backup that can be shared among 
different clients, and that is automatically excluded from any client 
backup. On restore, the unmodified files from the base job(s) are 
automatically added.

Just like any other backup you do.
