Try
su -l apache -s /bin/sh -c "/usr/sbin/bconsole -n -c /etc/bacula/bconsole.conf"

works OK?

Add following line to the file .htaccess

php_value open_basedir "/usr/sbin:/etc/bacula:/tmp"

and try webacula again.
