Hello,

Yes, it seems to be a bug (or an unwanted feature). Please, can you open a
bug
in bugs.bacula.org ?

A simple workaround is put an other volume in the empty slot, or to update
the volume with something like "update volume=xxx inchanger=0".

Bye
