Run "rpm -ql ncurses-devel-5.6-18.20080628.fc9.i386" and see what
files are installed.

libtermcap should be installed in /usr/lib or /usr/lib64 on 64-bit system.

Here is what I get:

# rpm -ql ncurses-devel-5.6-16.20080301.fc9.x86_64 | grep lib
/usr/lib64/libcurses.so
/usr/lib64/libcursesw.so
/usr/lib64/libform.so
/usr/lib64/libformw.so
/usr/lib64/libmenu.so
/usr/lib64/libmenuw.so
/usr/lib64/libncurses.so
/usr/lib64/libncursesw.so
/usr/lib64/libpanel.so
/usr/lib64/libpanelw.so
/usr/lib64/libtermcap.so
/usr/lib64/libtic.so
/usr/lib64/libtinfo.so
