Yes.

Job concurreny.

Allow multiple simultaneous jobs globally in the DIR config, and 
restrict each storage device to one job at a time.

Theoretically yes, but it's not really supported, untested, and thus I 
wouldn't recommend it. You'd probably have to ensure that much of the 
configuration of the two DIRs is identical.
