Ouch. Don't "kill -9" except as a last resort if nothing else works.
Did the processes survive a normal "kill" (without the "-9")?
That would be quite unusual.

I am somewhat preplexed as to why...either I am mising something or the setup on debian is just borked.

I'd suspect the latter.
