Can anyone confirm that When: is ignored when manually running a job?

e.g. run a job, mod it, set when to 10 minutes into the future.  Does  
the job run immediately?

This was reported to me and I have confirmed the issue under 2.2.8,  
and if can be confirmed in a more recent version, we have a bug.
