Chris, I wrote that instruction. As stated at the top of the Howto, it is meant to help people who are having issue's with QWT whilst installing "bat" from source. It's not a rpm based bacula installation.
Thank-you for pointing out that this is unclear, I will edit the page to make it more clear.

You can use yum to install bacula on Centos5, but it will give you a older version (2.0.3-10.el5). But there dosn't seem to be a bat package available there. Then you will need to add this yum repo to get access to the bacula files.

Read here
CentOS/RHEL Extras repository info - http://fedoraproject.org/wiki/EPEL/FAQ#howtouse

Which will tell you to do this.
# rpm -Uvh http://download.fedora.redhat.com/pub/epel/5/i386/epel-release-5-2.noarch.rpm

[Bacula-users] Rpm Installation

Does anyone recommend instructions for post install configurations after
installing with RPMs. The instructions I have seen for RHEL5/Centos5 are
here:
http://wiki.bacula.org/doku.php?id=howto_compile_and_install_bacula_with_bat_on_fedora_7_or_centos_5

but they seem incomplete.

Using the rpms, I am not sure what I have to take into consideration,
omit/add etc.  All I have done is install:
bacula-mysql-2.2.8-2.el5.i386.rpm
bacula-bat-2.2.8-2.el5.i386.rpm

Thanks,

Chris Penn...
