The 'f' means that those files are compressed with BackupPC's own
compression tool. If you try to catenate an ASCII text file which starts
with an 'f', you'll see that it's compressed.

To uncompress and examine an individual file, use the
/usr/share/backuppc/bin/BackupPC_zcat tool. Something like:

# /usr/share/backuppc/bin/BackupPC_zcat /var/lib/backuppc/pc/host.example.tld/1842/f%2f/fetc/fissue
