Backuppc web interface users don't need to be system users, unless
that is where the user will expect to receive the email.

Have you configured apache to require authentication for backuppc?
And can this user log in?

And what is the problem?  Non-admin users should be able to log in and
only see the hosts where they are specified as the user.
