I investigated the archive option in BackupPC but I don't think that will meet our requirements. We would like our off-site backup to be a complete working copy of the local BackupPC system (if required). I've rsynced our current system to another server now so I'll set up BackupPC on there to test. If any one is interested in the results please let me know.

Do you know about backuppc's archive function? That's the most common way to create offsite backups.
