I approach this the other way around by having backuppc installed in a
virtual machine image in my laptop and another location that could
mount my backuppc archive disk and do restores from it without much
additional setup.    But, if you want tar images of the backups. look
at the 'archive host' functionality in backuppc.  This lets you
configure what will look like another backuppc target but when you
access it through the web interface it will let you create tar images
of the other hosts with options to compress and split to sizes to fit
on other media.     Or, for more flexibility you can just write a
script that runs the BackupPC_tarCreate program and processes the
output any way you want.
