On centos i would install from the tarball from backuppc website cause the 
centos test repos. has an older version.

The location actually depends on how the program was installed.  If you use the 
source tarball it may land in your cgi-bin directory and take advantage of the 
existing ScriptAlias to run as /cgi-bin/BackupPC_Admin. Most packaged install 
will have a more friendly Alias/ScriptAlias as above that you should be able to 
find by looking through your apache configuration after the install.
