>>From the command line anywhere. Just type the command as-is.
Actually type it as:
su -u backuppc link ...

so that it runs as user 'backuppc'
If it works, you can undo it by typing:
rm 
/media/disk/pc/steve/151/f%2f/froot/f.gconf/fdesktop/fgnome/faccessibility/fkeyboard/f%25gconf.xml
(assuming the file didn't exist previously)
