Look at FullKeepCnt and IncrKeepCount.  If your FullPeriod, IncrPeriod,  
IncrLevels and IncrKeepCount are at the default (0.97, 6.97, [1] and 6 
respectively), then setting FullKeepCount to...

[5, 0, 13]

...will keep the 5 most recent fulls, and 13 every-four-week fulls, 
which is close to what you are asking for.

There is a documentation link in the BackupPC web interface which lays 
out the Configuration Parameters (the section you'd be interested in for 
this is "What to backup and when to do it").
