Yes, it looks like your BackupPC server is mostly CPU-bound. iowait
times are pretty low, but a lot of user and system time is spent with
only little idle time left.

I'd try a machine with more MHz and at least two CPU cores. Maybe your
server is spending a lot of time switching between ssh and the rsync
process? Try running vmstat 1 and look at the "cs" line (but drop the
first line, it's overall statistics since system boot).
