The cgi.assign I was using tells lighttpd to run that script directly, using 
the #! Path on the first line of the script.  This would enact setuid 
permissions, while if the script is passed as an argument to perl, I would 
think that it wouldn't honor setuid permissions. (unless you're running 
lighttpd as backuppc)
