I did the first backup on a new machine but aborted it part way
through because I had the excludes wrong. It was recorded as a partial
level 0 backup.

I then ran BackupPC_dump from the command line using '-i'
(incremental) which completed without errors
The partial backup was (appropriately) replaced by the new backup
which was (appropriately) assigned Type=full (since there were no
previous full backups).

However, the first backup on my list now is:

Backup# Type Filled Level
  0     full  yes    1

This seems strange (at least at first glance) to have a "full" backup
that is not level 0.

Is this intentional? If so, what is the reasoning behind it?
