Yes, that should be fine.  Put 7 vtapes on each drive, and use
chg-multi.  As long as the drives are swapped and mounted such that
tape N is online when Amanda wants it, all should work well.

You may also want to do an 'amadmin force' at the beginnning of each
week to make sure that you get level 0's on each drive.
