Degraded mode means: dump incrementals to holdingdisk (or fulls, as long
as there is enough "reserved" diskspace for incrementals).

A "no-hold" disk means that you specified that this particular
disk should bypass the holdingdisk and be put directly on (v)tape.

You get in degraded mode when Amanda has no (v)tape to write to.

Is that explanation enough to figure out why Amanda complains here?
