Yes, we do have an idea:

simplified description follows:

degraded mode = no valid tape in the drive, amanda can't write to tape,
so dumps go into the holding disk.

no-hold disk = a DLE that is configured not to use a holdingdisk, but
dump directly to tape.

Combination of both: amanda can't dump the DLE because there is no tape
and the holdingdisk must not be used because of "holdingdisk no"
somewhere in your config.
