Why tar with amanda?

Hi! I have one doubt. Amanda use gnu-tar to backup subdirectories and amanda can access to all files and directories in disklist file not being the owner. But gnu-tar hasn't suid bit activated.... then, How can amanda access them? which internal mechanism use amanda?
