No, amandad relies on an external program to do that.  In all the
Unix-variants I know there is at least inetd or xinetd provided.

Just keep the services that you don't want disabled to avoid opening
security holes.  (verify with "netstat --natu" to see what is opened
before and after starting (x)inetd).
