Defining backup levels

What exactly is meant by backup levels 1 & 2?  For instance, when a backup 
bumps to level 2, does that mean that the last level1 backup has all the 
changes since level0, and the level 2 backups will have everything since the 
bump date?

BTW, I haven't forgotten about the restoring from DVD - I've been away and 
it's taking me a bit to catch up.  I'll report back when I have managed to 
spend some time with that.
