I guess that that amanda is not able to reuse tape 1.   Correct guess?

Yes.

 If yes, why not?

It seems that the label on vtape 1 has somehow been destroyed. Because of this, Amanda doesn't think that this tape "belongs" to her. What are the contents of directory /space/vtapes/test/slots/slot1 ?

The tapecycle=5, thus amanda should know that it
needs to go back to 1 after 5 and I have labelled all of them at the
beginning using amlabel.

If the label on vtape 1 were correct, that's exactly what would happen.
