That's probably becuase with the default value for "reserved", 100%,
all of the holdingdisk is reserved for incremental backups when
falling back to degraded mode.

If you have a large holdingdisk, you may set e.g. "reserve 30", or so
to let full backups (level 0) to holdingdisk.
