The "reserve" parameter indicates how much holdingspace to reserve
for incremental backups to holdingdisk, in case there is a tape problem.
The default is "reserve 100" meaning 100% of the holdingdisk space
is reserved for these incremental backups.
You have only full dumps, and specified skip-incr, meaning that there
is no room left for full dumps on holdingdisk (because everything was
reserved), AND amanda will not do incremental backups at all.
