So, it wrote 8.4 GB successfully.
>From 15 DLE's, thus 15 dump files in separate "tape files".
Plus it wrote the amanda tape header, a 16th file.

Not unless your amanda works differently than the rest of our amandas.  :)
Or I'm wrong which as this list has show happens frequently.

The number reported on this line is the "total" data amanda sent to the tape
when it stopped sending data, either because it was done, reached EOT, or
encountered an error.

In your case it successfully wrote about 8.5GB, 16 files and file marks.
That is from the earlier lines.  It then began taping the 17th file (16th DLE).
About 15.4 GB into that DLE it hit the error (23.9GB total).
