And you don't even need to modify the "full" dumptype, if you have
a recent amanda version (at least 2.4.3).  You now can define a
dumptype inline in your disklist:

    your.client   /usr/local  incremental
    your.client   /usr  {
                full
                exclude "./local"
                }  1
