Not necessarily.  If you set the reserve to something less than 100% (the
default value), there could be some level 0s on the holding disk, too.

No need to flush them.  They can be deleted with extreme prejudice.

If you do want to keep them around, though, you don't need to flush each
dump to a separate tape.  You can tell amflush to flush all of them
and it'll happily fill tapes with as many runs' worth of data as they
can hold.
