Those permissions are just all messed up. How was this installed? On my
system, everything in /usr/local/libexec is amanda:disk (my user and group
at config time) except caclsize, dumper, killpgrp, planner, runtar, and
rundump (which are all root:disk, 750, and setuid).
The easiest way to fix all this is to just reinstall from source.
