There's been lots of answers.

First guess is you did not install with root suid permissions the
several executables that require it.  The installation is recommended
to be done as the root user because of this requirement.

On /etc/dumpdates that is probably not writable by amanda:disk.
However, it is recommended that amanda be compiled to use /etc/amandates
and not /etc/dumpdates as other programs use the latter also.
