I think it's probably DRM-managed volumes, and generated as expiration or
reclamation runs. If you run "Q DRM <volume-name>", they should show up as
VAULTRETRIEVE. When you bring them onsite, you can run "MOVE DRM
<volume-name> TOSTATE=ONSITERETRIEVE" and they will immediately become
scratch.
