We initially tried a FILE device class collocated by file space but have
now changed it to a DISK device class with a single 100Gb volume which
stores all the CTL data.

I don't believe the factor that is making the client access the copy
storage pool data is the number of volumes that need to be accessed, but
more the fact that the copy storage pool volumes can be mounted LAN-free.
