Open a "dsmadmc -console" window to see what happens on your TSM service
while you try to do the restore, or use "Query ACTlog"... to capture the
results
after the fact.  Perhaps you need to do "UPDate Volume ... ACCess=READWrite"
because some became UNAVailable while their LIBVolume(s) where inaccessible?

Still not able to do a test restore of a file, get message "DATA UNAVAILABLE"

Windows 2008 Server R2 Standard
Did I miss something simple, I have done this before without issues?
