You can't download drivers from FTP. Just a zillion readme files.
You can use Fix Central http://www-933.ibm.com/support/fixcentral/ for
download drivers.
chose:
Product Family
Storage Systems
Product Type
Tape Systems
Product
tape device drivers
Platform
Linux 64-bit,x86_64 (for example)

Also before configure TSM Server you can run diagnostic tool (call
ITDT) and check your library and drives.
