Pff, I tried to restore the sqllib directory from mksysb:

ANR7801I Subsystem process ID is 860386.

ANR7811I Using instance directory /home/tsm/tsminst1.
ANR4726I The ICC support module has been loaded.

I tried the db2icrt + changed the database directory with
"/opt/tivoli/tsm/server/bin/rc.dsmserv -u tsm -i /home/tsm/tsminst1":

ANR7801I Subsystem process ID is 901298.
ANR0900I Processing options file /home/tsm/tsminst1/dsmserv.opt.
ANR7811I Using instance directory /home/tsm/tsminst1.
ANR4726I The ICC support module has been loaded.
ANR0990I Server restart-recovery in progress.
ANR0152I Database manager successfully started.
ANR0172I rdbdb.c(1604): Error encountered performing action ActivateDatabase.
ANR0162W Supplemental database diagnostic information: -1031:**No State
Information Available (76)**:-1031 (**No
Other Information Available (96)**).

I think I'm going to reinstall TSM 6.1.3 and redo the upgrade process.
