Rebinding will not cure the inactive file with no active file problem, nore
will archives be rebound ar correctly pointed out. So there are basically
two options left:

a) Create another TSM-server instance with one donain an all that with one
default management class which keeps everything forever. To make double
sure, don't run expiration on this server. Export your node and data.
Depending on your needs, keep on backing up the node on the old system with
your defaults expiring old data or move the node to the new server to keep
everything forever.

b) simpler: create a management domain with all defaults keeping data
forever and move node and data to it. Here you can either rename the node
or create a new one in the old domain to back up data. This is not quite so
tamper-proof, as expration will hav to run on the server and changing
parameters by accident (I think someone called that junior admin had a good
idea some time ago) could delete data by accident
