Going to www.ibm.com and searching on "TSM BMR Windows" I get a number of
hits. The third one is a Redbook for XP and W2003:

http://www.redbooks.ibm.com/abstracts/redp3703.html?Open

Hit 5 is for W2K and NT:

Then there's also a field guide: Tivoli Field Guide - Tivoli Storage
Manager Recovery Techniques Using Windows Preinstallation Environment
(Windows PE)

(It's easier to find them going straight to
http://www-304.ibm.com/jct03001c/software/sysmgmt/products/support/Field_Guides_Technical.html)

http://www-1.ibm.com/support/docview.wss?uid=swg27005028

This week I've had some experience following the field guide. You may need
to modify it a bit to your specific environment, but the framework is
there.

All of these assume similar hardware, at least similar enough that the
windows installation from the backup will be able to handle being on the
new hardware.
