I'm not aware that there was ever a requirement for a base-level install,
at least for the regular backup-archive clients (not sure about TDPs, at
the least, there might be a base-level install required for the license).
If you are referring to the the backup-archive client, do you have a
specific example you can point to that illustrates when the README
indicated otherwise?
