I had forgotten about the readme (APAR/PTF) write-ups.  But, I guess the
question is still open, since our OS390 TSM server is at V5.1.1.6 level.

The Readme files supplied with the maintenance levels describe new
features added by those in-between-releases software updates. The
TOServer option was introduced at the 5.1.5 level.
