May I suggest that perhaps your backup strategy doesn't fit the
operational model of TSM?  You really can't force TSM into an
old-fashioned full-and-incremental strategy, at least not well, and if
you're dead-set on trying to do that, then perhaps you should
reconsider your choice to use TSM.
