Andy,
I downloaded and tried many of the sysinternal programs.  In my output below 
you will see a "dir" command where I list them.  Only two of them ran in the 
WinPE environment.  "DiskMon" launched its GUI without any errors but it was 
blank.  "ListDlls" is a command line program which did run.  The output from it 
is quite long.  Below is a screen shot of everything I did starting with the 
command.  I also ran "set" to show you what environment variables were run.

I had previousely tried this process on a server that had a Win2K and Win2K3 
OS.  Today I tried it on a laptop that had a WinXP installation.  Of course the 
version of the OS shouldn't matter in the least when you are in the offline 
WinPE shell.  I tried it on an IBM Thinkpad which I didn't need to use "F6" to 
load any specific device drivers for.  I wanted to rule out the RAID drivers as 
being the cause.
