There is an alternative to using the inbuilt TEC adapter in TSM - it
kinda gets tacked on to the TSM Operational Reporting Tool and it might
help you somewhat.

Steve Strutt from IBM here in the UK has written a very informative
RedPiece on this - I don't have the exact link to hand, but take a trip
to the IBM Redbooks site and do a sensible search to find it there.

Just keep in mind that TSM does not use the TEC 
EIF API, and therefore does not behave like a 
typical TEC adapter. 

In particular, it can only send non-TME events,
and can only send them to one destination (no 
failover capability). There is also no provision 
for event caching or filtering as in other adapters.

We tried this.  It worked. It's easy to set up as documented.

But anytime the TEC was restarted
the events stopped being sent from the TSM servers
until the TSM server was restarted or we ran the TSM commands: TSM:> end
eventlogging tivoli TSM:> begin eventlogging tivoli

IBM/Tivoli Support wasn't very helpful in putting this in as a bug in
TSM 4.2.x.  We gave up. (I am not sure if it is fixed in TSM 5.x)

Also it is time consuming figuring out which events to send to the TEC
(q eventrules, enable/disable events tivoli MSG#) Or send them all there
and let your TEC figure it out. (Until TSM server hiccups and sends
thousands per second)
