I don't think you mentioned the account used to log on to the machine.
You need full Administrator rights to stuff the password into the Registry,
if I'm not mistaken.  (The Windows Client manual's discussion of
PASSWORDAccess fails to say anything about who-you-be when establishing
the password.)
