I have a client who would like to have all the old ARCServe (version 9) tape
archive converted to TSM format for storage. Is it possible? Has anyone out
there ever done this before with TSM or any other solutions?

There is no conversion posssible, other than restoring the files from ArcServe 
to a staging machine, and then backing it up with TSM.
