Stan,
Check the path of the ADSM client installation directory. Instead of 
C:\progra~1\ibm\adsm.... for the 4.1 client it should be c:\program 
files\tivoli\tsm\baclient....
With the new client you could now into the Setup Wizard under Utilities and 
install the Scheduler service from there.
