Oracle password

I am trying to install the Oracle Connect Agent(V2.1) on NT.  The ADSM
Server(v3.1.2.20) is on an OS/390 system.  I have been following the
instructions in the manual, ADSMConnect Agent for Oracle Backup on Windows
NT.   Password generation does not seem to be working, at logon it still
requires me to manually enter a new password.  In the dsm.opt file password
generation is on.  Any ideas?
