Can't delete volume

I'm trying to delete a volume, but ADSM says there are still files.  Initially,
I did a RESTORE VOLUME, and ADSM restored some files, but also issued a message
indicating some files were not restored.  A subsequent RESTORE VOLUME
PREVIEW=YES on the same volume indicates zero files need to be recovered.  So
how come the DELETE VOLUME won't work?  Do I just cast fate to the wind and do
DISCARDDATA=YES?
