Has anyone been able to sucessfully install the alpha nt client?

We cannot get the dec alpha nt client installed.
Pulled the IP21170.exe kit from the ibm ftp site.
Followed instructions to unwind the kit and tryed the install.
Everything looks good until after the last prompt which is about
installing the backup and admin clients in separate dirs.
A popup appears with "LANGUAGE DIALOG FAILED" in it
and the install aborts.  The only sign of anything happening
is that the install directories(win23app/ibm/adsm/baclient and saclient)
have been created. We tried all install options(like custom, backup only ...
etc)
possible but get the same error everytime.
